Why approvals matter more than people think

A roof job without the right approval can be stopped at the community gate, fined, or have to be redone if it breaks community rules. Worse, unapproved works can complicate any later claim against the developer. Most delays we see aren't caused by the roof itself. They come from paperwork filed with the wrong authority, or a contractor who isn't registered with the community.

Several consultancies working in the community point out a common mistake: filing with Dubai Municipality instead of the DDA, which can cost a full review cycle. MAF and Al-Futtaim Group are separate companies, so approvals go to Majid Al Futtaim.

Step by step: the Tilal Al Ghaf route

  1. Free roof inspection and scope. We inspect the roof and define exactly what will be done: joints, screed repairs, drains, membrane, upstands. The scope decides which approvals apply. Book an inspection
  2. Owner account on Belong by MAF. Requests are submitted and tracked in the app. As far as we know, MAF doesn't issue paper NOCs, so if your Belong account isn't set up, the process hasn't started.
  3. Community NOC request with scope of work, method statement, current photos, product data sheets and contractor documents.
  4. DDA submission, where required, through the DDA e-services portal after the MAF NOC.
  5. Contractor access for the crew and vehicles, with work kept to permitted hours.
  6. Works, testing, handover. Thickness measurements, 48-hour flood test and your 10-year written warranty by Sorento. We keep copies of all approvals with your roof record.

What we need from you: title deed or Oqood, Emirates ID/passport copy, Belong access or authorisation, and your preferred dates. We prepare the rest.

Emaar communities: Arabian Ranches, Dubai Hills Estate and others

Emaar Community Management (ECM) publishes a clear framework:

  • "Any alteration to the villa has to be approved by Emaar." NOCs are requested via the community portal under Home Modifications.
  • Regular maintenance and interior painting do not require an NOC. The contractor still needs an entry permit.
  • Contractors register on ecmpermits.ae with their trade licence and staff under company visas. The permit types are short-term, long-term and home modification permit (linked to the NOC reference).
  • Typical NOC documents: contractor's Dubai trade licence, detailed scope, current photographs, and drawings where applicable. Approvals from DM, DDA or Dubai Civil Defence are obtained where required.
  • Emaar's home-modification fact sheet notes the service applies to all Emaar communities except Burj Khalifa, Emirates Hills and Dubai Hills plots. Those follow their own route, which we check per address.

Re-waterproofing an existing roof without changing its height, drainage or appearance is often handled as maintenance. A job that adds insulation boards, changes upstands or moves drains is closer to a modification. We check this with community management for your address rather than assume.

Tilal Al Ghaf roofs: what we typically find

Tilal Al Ghaf is a young community, and many villas were handed over in recent years. The roofs are typically combo roofs: screed with joints over a buried waterproofing layer and insulation. Typical issues on young roofs:

  • Drains set slightly high, so water ponds around them
  • Upstands terminated short or capping joints opening
  • AC and solar penetrations added after handover and not properly sealed
  • Early joint failures where sealant has hardened or debonded

Is it still the developer's problem?

If your villa is new, check first whether the leak is covered by the developer:

  • Developers typically give a defects liability period after handover. Check your SPA and handover documents for its length and scope.
  • UAE civil law imposes a 10-year liability on contractor and engineer for collapse and defects threatening a building's stability or safety. Since 1 June 2026 this is Article 821 of the new Civil Transactions Law (Federal Decree-Law No. 25 of 2025), formerly Article 880. Whether a roof leak qualifies depends on the facts.
  • Report the leak in writing to the developer, with photos and dates, before carrying out your own works, so you don't weaken a claim.
